Rail Training Package Update - August 2010
Rail Operations Technical Advisory Committees (TAC)
The Heavy Haul TAC has developed the following qualification which will be included in the TLI Training Package in 2010. They are:
TLI3**10 Certificate III in Heavy Haul Train Driving
This is a basic qualification designed for persons driving heavy haul trains in a very limited environment. It represents an entry type qualification to the role of Train Driver within Heavy Haul operations. It is made up of a core and electives utilising units of competency currently in the TLI Training Package. The units have been reviewed to ensure they are still suitable for use.
Further development is continuing on an Advanced Heavy Haul Train Driver qualification aligned at AQF level IV which will recognise more complex heavy haul driving roles as well as providing a pathway from the Certificate III qualification.
In addition a specific qualification for Terminal Train Driving is also being developed.
The Urban Train Operations TACs has developed the following qualifications which will be included in the TLI Training Package in 2010.
TLI3**10 Certificate III in Electric Passenger Train Driving

This is a qualification for persons driving electric passenger trains within metropolitan train services. It is made up of a core and electives utilising some revised units of competency and a number of new units specifically developed for this qualification.
The TAC is continuing development of an Advanced Electric Passenger Train Driver qualification aligned at AQF level IV which will recognise more complex roles within driving operations as well as providing a pathway from the Certificate III qualification.
TLI3**10 Certificate III in Electric Passenger Train Guard

This qualification is intended for persons providing guard duties on metropolitan train services. As with the Electric Train Driving qualification, it consists of a core and electives utilising some revised units of competency and a number of new units specifically developed for this qualification.
Rail Infrastructure Track Protection TAC
The Rail Infrastructure Track Protection TAC has developed 13 Skill Sets specifically for Track Protection activities.

The 14 Skill Sets are directly related to Track Protection roles. They have been developed to align with the current review of network rules being undertaken by the Australasian Rail Association Rules and Safety Board (ARA RSSB) under the Australian National Rules and Procedures Project.
The skill sets have been designed to be as flexible as possible to allow organisations to qualify persons in as few or as many of the skill sets that they need to perform their role in the work place. As a result, persons from different organisations with similar job titles, such as Protection Officer, may need to qualify in different skill sets in order to meet different organisational requirements.
Network Control Operations TAC
The Network Control TAC is working on the development of a new qualification for Train Controllers and Signal Operations. This includes developing new units of competency specifically for the identified occupations as well as reviewing current units within the TLI07 Training Package.
It is anticipated that the outcomes from these TACs will be included in the TLI Training Package by the end of 2011.
